From the article in Taekwondo Times (September 2005 issue):
"Each year this event also honors a 'Martial Artist of the Year'.  This year's recipient was Master Ronald Hickey of Cincinnati, Ohio.  Master Hickey, who has 35 years in the martial arts, has spent twenty of those years as a competitor traversing the eastern half of the United States--and has more often than not come home with a first place sparring win!  The tall and lean Hickey was, and is, a kicking specialist; one that could put a toe in your ear before you could get your hand up to block it."
